Maidan Kontuarovich Suleimenov
Doctor of Sciences in law, professor, member of NAS of the RK, academic professor of the Caspian Social University
Graduated in 1963 from faculty of law of Kazakh State University named after S.M. Kirov. In 1982 defended a dissertation and was awarded with a degree of Doctor of sciences in law. Author of more than 300 scientific works, out of which there are more than 30 scientific monographs, 17 collections of normative legal acts, including 15 on international private law, 12 collections of materials of international scientific practical conferences. A research supervisor of more than 80 research fellows studying for graduate and postgraduate degrees. Under his supervision 6 research fellows defended doctorate dissertations and 35 fellows defended candidate of science dissertations. M.K. Suleimenov was a head of the task force developing the draft legal normative acts in the frames of “Commercial legislation” project of the World Bank and of USAID, of the task force on preparing the draft Civil Code (General and Special parts), of the Laws (decrees having the force of law) on land, oil, subsoil and subsoil use, on housing relations, on bankruptcy, on real estate mortgage loans, on state enterprises, on manufacturing cooperative, on economical partnerships, on limited liability partnerships, on insurance, etc; of the task force developing the Concept of improvement of civil legislation of the Republic of Kazakhstan. In general M.K. Suleimenov took part in developing more than 70 normative legal acts. His teaching and research experience is more than 40 years.

Kulyash Muratovna Ilyassova
JD., professor, academic professor of the Caspian Social University
Graduated in 1983 from faculty of law of Karagandy State University. In 1984-1991 – docent of the department of civil law of KarSU. 1991-1998 – chair of department of civil law and civil process of IKTU named after H.A. Yassaui. 1998 – present – senior research officer of the department of civil law and civil process of Justice Academy of “Adilet” HSL. In 2005 defended a doctorate dissertation in law. One of the implementers of fundamental research, undertaken in scientific research institute of private law by the order of the Ministry of Education and Science of the Republic of Kazakhstan, author of more than 15 scientific monographs, 1 collection of normative legal acts, more than 120 articles. Research supervisor of 5 research fellows studying for academic degrees. Under her supervision 10 research fellows defended candidate of science dissertations. K.M. Ilyassova is a member of Doctorate Dissertation Defense Council. She was the main developer of the laws on bankruptcy, on state registration of rights for real estate and transactions with it, of the number of laws on introducing changes and additions to the current legislation. K.M. Ilyassova is one of the developers of the Concept of improving the civil law of the Republic of Kazakhstan. In 2003 – 2004 upon the assignment of the Ministry of Justice of the Republic of Kazakhstan, with participation of K.M. Ilyassova the concept of introducing changes into the Civil Code of the Republic of Kazakhstan was developed, within the period of validity of which more than 200 changes were introduced into it. K.M. Ilyassova has more than 25 years of teaching experience.

Anatoliy Grigoriyevich Didenko

Graduated in 1967 from faculty of law of Kazakh State University named after S.M. Kirov, with a major in law. 1994 – 2007 was the chair of the department of civil law of Kazakh State Legal Academy. Defended a candidate of science dissertation in the specialized Council of KazSU in 1971, dissertation title: “Civil legal forms of fighting against violations of economical contracts”. Defended and doctor of science in the specialized council of Kharkov Institute of Law in 1985, dissertation title is “Civil legal problems of operational and economical independence of construction organizations”. Supervised research works of 14 candidates of sciences. Total number of scientific publications – more than 250. Under the supervision of A.G. Didenko 29 issues of academic manual “Civil legislation (general part): articles, comments, practice”, and also a textbook “Civil law (general part: a course of lectures” were published. Has more than 30 years of teaching experience.

Andrei Andreyevich Chernyakov

Graduated in 1967 from faculty of law of Kazakh State University named after S.M. Kirov. In 1967-1968 worked in the investigatory bodies. 1968-1971 worked as an assistant to the prosecutor of Western Kazakhstan Region. 1971 – 1990 - taught in Almaty specialized school of MIA of the USSR; 1990-1991 – taught in Karagandy HS of the MIA. 1991-1997 – taught in Almaty HS of the MIA of the RK. 1997 – 2007 professor of the Academy of “Adilet” HSL. Author of 60 scientific and methodical works, including 1 study manual. Research interests – financial law, international public law. Has more than 30 years of teaching experience.

Farkhad Sergeyevich Karagusov
JD., professor, academic professor of the Caspian Social University
1988-1993 – Kazakh State University named after Al-Farabi. F.S. Karagusov have successfully defended the candidate of science dissertation and in February 1995 he was awarded a scientific degree of candidate of sciences in law. From 2001 to 2002 the scholar studies in a full-time doctorate program of KazSUL, upon the completion of which he had a public defense of doctoral dissertation. By the decision of Higher attestation committee of MES of the RK dated on April 21, 2006 he was awarded the scientific degree of Doctor of Science in Law. F.S. Karagusov is the author of more than 70 scientific works. In 1998-1999 he was a part of author teams preparing the academic manual “Civil law in the Republic of Kazakhstan” (published in 1998, re-published as an amended edition in 1999), and preparing the scientific-practical commentary to the Criminal Code of the Republic of Kazakhstan. From 1998 to present: under auspices of the Council of private Law of CIS countries and of the Interparliamentary Assembly of CIS under support of Leiden (Netherlands) and Bremen (Germany) universities – participation in working groups for preparing the concepts and (or) projects of model laws for CIS countries on securities market (1998-2002); as an expert for European Bank of Reconstruction and Development – in the issues of bankruptcy and insolvency of commercial banks (2003). Presently – member of international task force on developing the model law for CIS countries on joint-stock companies; also the expert for the International Monetary Fund on the issue of improvement of legal base of the market of state securities in Azerbaijan. Since 2003 – member of KazSUL and of CSU dissertation councils awarding the degrees of doctors of science in law. Scientific supervisor of two candidate of sciences in law students.

Bakhyt Bazarbayevich Bazarbayev
Candidate of sciences in law, docent, academic professor of the Caspian Social University
Graduated from Almaty state institute of law in 1954. Defended a candidate of science dissertation in 1961 in the Academic Council of the Institute of State and Law in Moscow. The topic of dissertation is related to the problem of labor contract, issues of legal regulations of transfer to another job. Author of more than 50 works. Being a member of task forces took part in developing the drafts of legislative acts – Code of laws on labor of Kazakh SSR (1970-72) and of the Civil Code of the Republic of Kazakhstan (1993-1998). As a co-author participated in preparing a textbook “Civil Law” – general part (1998) and of the Commentary to the Civil Code of the Republic of Kazakhstan (1998). Co-author of study manuals in civil and family law, published from 1960s to 1990s, also participated in preparing the comments to the Civil Code in 1965, 1990 and 1998, and to the Code on marriage and family.

Sergei Ivanovich Klimkin
Candidate of sciences in law, docent, associate professor of the Caspian Social University
Graduated with honors from the faculty of law of KazSU in 1992. Since 1994, from foundation of KazSIL – lecturer of the civil law department. In 1999 he defended a candidate of science dissertation, titled “Legal status of the manufacturing cooperative according to the legislation of the RK”. In 2001 was awarded the rank of docent. Candidate of sciences in law, associate professor of the department of private law disciplines. Author of more than 150 publications (including the newspaper ones), including 10 study manuals. Worked as a representative of the MES of the RK on undertaking the comprehensive testing, undertaking the inspections at IHEs. In 1998 was awarded with the Honorary Certificate of the Committee of Education of the Ministry of Education, Culture and Healthcare of the RK for scientific supervision of the work “Problems of legal regulation of the law in the sphere of subsoil use” (Republican competition for the best scientific research work of the students on natural, technical, social-humanitarian and economical sciences). 1999 – Honorary certificate of the Ministry of science and higher education of the RK for a great contribution into development of the university, for success in academic and teaching activities and due to the 5th anniversary of founding the KazSIL. 2000 – “the Best lecturer of the academic year 1999-2000” diploma of KazSIL. 2000 received the state scientific scholarship for talented young scholars. 2002 – Diploma of KazSUL “For the best monograph work of a young scholar”. In 2004 received a medal for 10th anniversary of founding KazSUL.

Sagyndyk Tairovich Kulteleyev

Since 1971 – assistant lecturer, senior lecturer, docent of the faculty of law of KazSU. In 1981 defended a candidate of sciences dissertation in Moscow, in 1986 was awarded with the rank of docent. Since 1994 - chair of the department, since 1997 – docent of the department of environmental and land affairs law. 1999-2001 – dean of the faculty of law of the Central Asian University. 2001 – docent of the department of environmental, land affairs and agricultural law of Almaty Academy of Law. In January 2004 was awarded with an academic rank of professor, was the chair of the department of labor and environmental law and of the civil process of AAL. Has more than 80 scientific and academic-methodical publications. Research interests – sphere of environmental, land and agricultural law. Has more than 40 years of teaching experience.

Sergei Vasilyevich Skryabin

In 1994 graduated with honors from the faculty of law of KazSU. From June 1994 to May 1999 worked in the Institute of the Committee of National Security of the Republic of Kazakhstan at the positions of lecturer and senior lecturer of the department of general legal disciplines. From June 1999 to October 2000 – vice-rector/director of Western Kazakhstan Branch of “Adilet” Higher School of Law in Aktobe city. October 2000 to September 2001 – assistant to the vice-rector of scientific work in the branches, chair of the department of the legal disciplines in Capital branch of “Adilet” higher school of law in Astana city. From October 2001 to 2007 worked at the position of the docent of the department of civil law in KazSUL. From June 2002 to August 2003 worked at the position of the Dean of the faculty of part-time studies of Almaty Academy of law of KazSUL. Gulnara Bakhytovna Ispayeva

In 1980 was admitted to the 1st course of faculty of law of the KazSU named after S.M. Kirov. In 1983 transferred to the faculty of law of Moscow State University named after M.V. Lomonosov. In 1986 graduated from the faculty of law of MSU and became an intern at the department of state law of the faculty of law of the KazSU. In 1989 was admitted to the full-time graduate studies to the department of state law of MSU. In 1991 defended a candidate of sciences dissertation on the topic of state law of foreign countries (diploma of HAC of the USSR Law # 005121 dated on June 28, 1991). After completion of graduate studies was sent to KazSU and was appointed to the position of assistant lecturer of international law of KazSU. In 1993 was sent to doctorate program of Ankara University (Republic of Turkey). In 1997 was awarded with the degree of JD in Turkey, in the filed of international private law. After completion of doctorate studies worked at the department of international law of KazNU, In 1998 was awarded with a rank of docent. In 2000 passed a competitive selection to the position of the Director of Institute of Law of Eurasian University (Astana). Since 2002 works at the department of international law of KazSU. Published articles in the leading scientific publications of Russian and Kazkahstan (10 publications within 5 years). Published a monograph and a study manual. Passed a course of professional development in Cambridge (England).

During academic year 2005-2006 was lecturing in the sphere of civil, Roman and family law, taught practical classes and supervised independent research works of students in civil law (general part) at the day-time form of learning, lectured on Roman, family and civil law (general part) at part-time form of learning, supervised the final diploma works of students. Took part in the work of departmental problem solving team. Composed working curricula on civil, family and Roman law for full-time and part-time forms of education. Fatima Aidarovna Tlegenova
Docent, associate professor of the Caspian Social University
Graduated in 1976 from the faculty of law of KazSU, and was employed by the department of labor law and civil process of KazSU until 1997. 1997-2001 – senior lecturer of the department of civil process of KazSAL.
2002 – 2004 senior lecturer of the department of civil and legal disciplines of Kazakh ALASR. 1994 –1998 – took part in composing the Civil Procedural Code. In 2005 completed the professional development courses at IPD of KazSAL, concurrently being the lecturer of this Institute. In 2006 took part in the seminar held by USAID under auspices of the Supreme Court, the purpose of which was with the help of arbitration body of the RK to find the approaches and criteria of defining the size of compensation of the moral damage, inflicted as consequence of criminal offenses. Upon the results of the seminar the study manual for judges “Defining and calculating the size of moral damage, inflicted as the result of criminal offenses” (8 printer’s sheets) was composed. In co-authorship with A.G. Didenko, B.B. Bazarbayev and E.V. Nesterova prepared the conclusion on acknowledging as anti-constitutional the clause 3 of the article 15 of the law of the RK “On Notaries”. Wrote more than 20 scientific articles.
